Lyonpos, Dashos, Sirs and Madams, and my fellow citizens,
I am writing this request letter as information to all. You all will think I am some kind of anti national after reading this letter but in actual, I am patriotic for my country and for my Bank of Bhutan (BoB) where I have worked for many many years. If this letters helps to improve our BoB, and to save BoB from ruining, I am satisfied. Also I feel that Bhutanese people should have knowledge on what is happening in BoB.
Our CEO is resigning very soon. On 26/1/2013, CEO post was advertised in the Kuensel. Only 15 days is given for people interested to decide and file application. Time period is very less I think. Maybe selection is already done and the advertisement is only for name sake. This is what was happened when Karma Tshering was selected as Deputy Managing Director (DMD) two years back.
I want to share secret and bad information about him and about BoB. There is many fear in BoB and among our staff that DMD Karma Tshering might be appointed as CEO without the government, people and NGC (BoBL Nomination and Governance Committee) knowing the realities. We all in BoB call DMD Karma Tshering as Chotta Don because he abuses power and eat BoB money like anything. Everybody is afraid to speak out. Staff shiver when they go to his office. If people say or write something regarding him, he take revenge and punish. Some staff are transferred to remote place as revenge.
Last time somebody wrote about him and BoB in the kuenselonline and on BoB webpage. He investigated and punished the person. Nobody is now allowed to open kuenselonline webpage in our offices. This is fact and everybody know.
He is also misusing the resources of BoB. Everybody knows how he got Fortuner car for the DMDs. The car is misused like anything. The BoB money spent on petrol and maintenance will be enough to open twenty branches in the country.
He also recently went to USA taking all his family members. He spent more than 20 lakhs of BoB money for his training. His training was not necessary but he went. Many BoB branches don’t have good computers. He was saying the training is to become CEO. He has also gone to many foreign countries in the last few years so many times. Government will be shocked to find out the BoB money he uses every year in foreign tours and in-country tours.
He is always on tour. Audit will be bribed by him but there should be serious audit and ACC investigation. Last year August, he took staff and BoB board members to Paro for retreat for three days from 6-8 August. They stayed in Tenzinling Resort only eating, drinking and making fun. The money spent was more than 10 lakhs on food and drink and hotel bills, not including car use, fuel, TA/DA, etc. Authorities can check from BoB and hotel in Paro. We also heard Karma Tshering did illegal and immoral things with girls and staff in the hotel room. Some can ask Kesang Wangmo who is his photographer and goes wherever he goes. Kesang Wangmo is a graduate and has Masters from Netherlands. But her only job is to serve DMD Karma Tshering and to take photographs and to accompany Karma Tshering where ever he goes.
People should also ask other bank staff, especially girls what he do to them and what he ask. Some young girls whom he gives employment without fulfilling procedure are used mercilessly by him. They give whatever he ask because they are too scared that they will be terminated. Some husbands, fathers, mothers are also not happy because they know what he do to their wives and daughters. Authorities should take secret survey and ask views about his womanizing and sexual behaviours and all will be revealed. People can also ask the Phuntsholing Druk Hotel and Hotel Orchid where he takes the girls for use. People and RENEW can check the hotel booking register and all will be revealed.
He also has big ego. He toured and visited all branches in Bhutan last year. He toured whole Bhutan like our Prime Minister. Everywhere he went, he was given VIP treatment such as hotel, food, entertainment as per his strict orders. He ordered branch managers to arrange chipdrel ceremony for him. Many arranged the chipdrel ceremony. Ask Nanglam BoB manager and staff and all will be revealed. Because of this good treatment, Nanglam branch manager got good transfer to Gelephu where he has land and plan to build house.
He also talk bad about his own friends. He has his classmates in BoB like legal sir Damche and sir Kinga. He says they have to work under him even though they are same batch. He says he is more intelligent and smart than his friends and therefore he became DMD. He thinks he should become CEO and nobody else. He backbite about DMD Nadik sir. He says Nadik sir is rich boy and spoilt and useless. He say he is more capable and intelligent than him.
After DMD Karma Tshering join as DMD, many staffs left Bank because of him. Many customers also left. For example Lhaki left and took all their money from BoB. Many good and sincere hardworking people went and some are looking for job in other places. If DMD Karma continue for long or becomes CEO, there will be problem in the BoB. This is for sure.
Take a secret survey from all BoB staff and 99 percent will say he should be terminated. Only 1 percent which is him, will say he is good. Will the government appoint him as CEO? We will cry and everybody in the BoB will cry if he is appointed. The government will suffer. Many BoB money will be misused. He will ask for Landcruiser and Pilot. Many people will be spoilt by him. Many credits will be taken from Phuntsholing shopkeepers in the name of Lyonpos and Dashos. Many girls, wifes and daughter will be spoilt. Many staffs and customers will leave BoB. He will say he is doing this on orders from Lyonpo, Chairman and Dasho Karma Yonten and government. There will be mistrust and bad feeling between people and Dashos, between bank employees and Dashos and between people and government in the end.
Please stop all theses and kick this evil man out of BoB, and save BoB and the country. If you all dont believe, ask any BoB staff and all will be revealed.

I have full faith in ACC, Judiciary and Royal audit authority. They had done wonderful job till date. I guess you saying all those about DMD cannot be true. Bhutanese People are brave, they can’t let everything to happen. And i suppose, when someone sleeps with their wife’s, daughter’s and sister’s, that person will not fear so much with DMD, that too when we are guided by the love of our king’s. Till date BOB had been functioning well, and so i believe that what you have written cannot be completely true. But if truth is there, i will suggest, and request you to appeal ACC.
The story on Karma Tshering is absolutely far fetched and ridiculous. I know him to be a good professional who is doing what others should have done a long time ago.The writer by the way he writes may have been affected by Karma Tsherings no nonsense approach to fools who pretend that they know everything when all they can achieve is character asassinate those who are making a difference.

Karma Tshering knows how to kiss asses of the higher ups, and kick asses of his employees. Sure he doesn’t have a no-nonsense approach to his staffs, but he isn’t aware of the all nonsense he’s filled with and you my friend are a blind lying fool!
Well, I have heard quite a few stories about Karma Tshering too, so all that has been written just can’t be made up. If it is, the onus is on him to clarify that what has been said is not true.
Quite simple to confirm, really. It’s a small organization but a vital one. Concerned authorities should make some discrete enquiries from a good sample of the staff, as the complainant has suggested.
well do not know this man and need to hear from both side to draw a fair conclusion. But just analyzing the information here by the author, I guess he is really a great and extraordinary man. Have the guts to do what he wants, spend money as he wish, go where ever he likes, sleep with any female he love to flirt in BOB, undermines his potential competitor, look after the welfare of sychopants. I think he has most of the characteristics of a CEO of corporate body.

I dont know whether the author is pisssed of for not being appointed as the DMD.Because whatever he has written is completely personal
1.It is his personal matter whether he spends his time with the photographer or with his wife as long as he is performing his duties well.There id nothing wrong with that.
2.He went to US for training and he is not the first government official to drag along their .family.If you have to name them then there will be a long list.

For me he is a strict no nonsense chap.BOB had completely collapsed under the management of Kinga Tshering.He will be the best CEO candidate.

the same old story of the Bhutan CEOs in making………this news is just like the corruption story of our neighbour and we cant do a thing.
It cannot be all untrue. Even if the charges are half true, these are grievous. I wonder how his own wife and children would feel. Whoever has made these accusations must have been wronged herself. She should seek redress in court. This must be how reputations of organizations built over decades of trust and hard work are brought to naught by one individual. Far from being appointed the next CEO, he should be terminated.
I think one should check DHI too, every time the analysts and above are outside the country for investors lookout, how many times and how many countries they have been for IT Park nd we can see the result.
I think Druk air CEO too should be checked, this guy is flying all the time, he is very arrogant. He thinks he is the only CEO in our country.
I think it is high time the CEO O BNB is changed. He is ruling there like monarch. One day he might claim he is the king of BNB. He also went for secretryctraining to Australia to drop her daughter in school.
Our country is very small but the degree and intensity of corruption and abuse and misuse of power is very significant and alarmed. This could not have happened overnight. This kind of blessing was bestowed from old generations big shots in bureaucrates. Old ministers send their children to study abroad on govt scholarships. Omling, dawaling, dagoling, goonglenling, all the ministers owning mountains in Thimphu is a sign of corruption. I wish we were communist.
Whether the writer is speaking the truth or not, its for us to find out. I have met a lot of BOB staff and not one of them had a single good thing to say about their DMD karma tshering. He must be a piece of work to piss off all his staffs.
DHI needs to take the blame for appointing him as one of the DMDs, if I am not wrong, when the two DMDs were appointed, all the other senior career bankers were ignored. To put more simply, the two DMDs were shortlisted much before the announcement of any vacancy etc, no wonder the staff are so pissed off. This also goes to prove that DHI does not have the interest of the Bank nor of it’s staff in their hearts.
One thing i can assure is
1) BOB, Phuntsholing’s staff quarter built for the low income group is fully occupied by the bigger of them, i think same is the case in other branches
2) He is hardly in office and always in Thimphu, though theBOB HQ is at Phuntsholing
3)It takes ages to meet him as he is never in office
4 the CEO has to ask his permission in dealing with everything.
5) He keeps BOB staff waiting when they complete their studies and join back to BOB
6) if he doesnt like them, they can get transferred immediately to a remote place.
7)The moment his lady staffs gets married, they are bound to get transferred to remote posting… that is sure…
the list goes on,……
the Bank also doesnt have HR plans and HR rules and regulations… Its all up to him

we are not really appreciated on BoB’s service, so, that must be the Mr. Karma Tshering corruption in such a important institution, always focusing on his tours and girlfriends. Not on service,because the fact is all staff in BoB is blaming to him as per my findings. we need service ma rey.
This Karma Tshering story brings to fore the larger picture that the Bhutanese banks are plagued with. This comes as reminders to us of how few people in the top management levels in the Bhutanese Banks under the lavishness of heavy unchecked powers take public banks hostage and becomes nuisance both to the customers and their own subordinate staffs. This kind of working atmosphere should never be encouraged and if unchecked would be counterproductive to the organizational growth. The fact that the Bhutanese authorities (DHI &RMA) are now becoming largely ineffective in disciplining and putting their houses in order shows that many Karma Tsherings might sprout in greater numbers in the future Bhutanese banking world mainly here taking the centre stage into flexing their muscle powers. Sadly, this will come against the chagrin of the masses.
Ever since rupee crises struck us, the Bhutanese private sector development has been hit the hardest almost to a standstill zero growth position. In the wake of this crisis, the banks assumed a greater role because everything thereafter rested on the money matters. This grey area in fact catapulted the steep rise in the unruly behaviors of the bank’s staffs. They started thinking themselves as the indispensible lots and mistook that instance as something of an opportunity into imposing the life’s harshest behaviors on their customers. This is the other side of the ills the rupee crises left on the Bhutanese society.
Now, who should we blame for this intentional man made mess? I think the present government has to take the greater share of the responsibility? This mess was their creation and now, they must resolve them as the top priority before exiting out, because, if not, this failure might hurt them in the forthcoming elections.
Not only in BoB like this happens but in most Autonomous organisations. Our Financial institutions are badly mismanaged. We think there is Board of Directors to control and steer the executive management but is just otherwise. The Board of Directors are puppets in the the hands of the executives and the day to day management including people’s management are badly mishandled and the employees are one unhappiest in the GNH country.
See for example, In Bhutan national Bank, to handle the employees, there is no internal written service rules. The written service rules is required by law as per the rules and regulations of the Labour and employment Act of Bhutan under the Ministry of Labour & Human resources. But neither the MOLHR checks the compliance nor the BNB cares. The Government leaves as it is autonomous and independent but when there is violation of people’s rights, the Govn needs to intervene coz there may be rise the labour dispute and may fall into financial crisis.

I don’t know if stories are true but demanding chipdrel and taking office photographer for personal works (sex) is plain rediculous. I think Bhutan’s CEO should be selected based on 50% marks of board and 50 % votes of employee especially if DMDs trying to become CEO.

Not just someone, it seems that the majority of the BOB staff don’t like him and for very valid reasons. I don’t think anyone can just make up stories to malign someone.

Sometimes CEO to name few…Drukair, DHI Infra, BoB,,, they think they are super humans. They got into position through push and pull every one knows. top to bottom. Some even donot have recognised degree.. some have not qualified for or never had to sit for RCSC and entrance exams (due to push and pull). Despite making mistakes resulting in financial losses to others..they always want to think that they are always correct.. Drukair ticketing counter will say all seats are sold out..and you are waitlisted very often or most of the time. When you get to airport nervous.. you find that you have seat at check in..and on entering aircraft you realise more than 20 seats are empty. Who losses?? It is the Govt. money, they have nothing to lose. Staff or CEO blocks the seats for his tour operators friends until last minutes and let it go even empty when they donot have people or tourists to fill with no charges. This need to be investigated by ACC.
It is time now Bhutanese people take govt. public properties as our own and questions those who misuses power for their own or relative/friend gain. RTI bill must be approved. We Public and ACC have to kick asses of some selfish CEO who believe in their own individual successes and not of other in society. Who think they should prove that they are always right to others helpless people and in reality inside..within themselves they have strong guilt..strong feeling of committing injustice to others…and very low moral.

Are you holding him solely responsible for the BNB credit department’s failures? If so, you are wrong! To me, he appears to be far better a person compared to the rest, but, unfortunately, looks as if he must have been sidelined by the BNB’s crook gangs and therefore, now a powerless prawn amidst the BNB’s top hawkish people. The BNB Credit Department has more of Karma Tshering like characters no doubt, but, that’s because, things were deliberately left to function in that free-for-all fashion.
These attitudes form better recipes for financial crises and therefore, a cause of concern for us when public banks are mercilessly used like personal money lending house rather than public company without much of an accountability cultures in place.
We are hearing that many steel plants in Pasakha which have been financed by the banks are now getting closed down. Now, what will happen to the bank’s money if these steel factories go bankrupt? Will these lucky factory owners be saved through write off schemes again, thereby, inflicting yet another burden on the nation’s already scare resources? Bhutan’s small market has no future for that many steel factories and banks shouldn’t have made such huge investments in these uncertain projects in the first place.
The stories from the TheBhutanese newspaper tell us that just for importing one lot of law materials, INR 10 million is needed per factory. At this rate, for 5 factories about INR 50 million would be getting drained out from our common INR pool every time these factories make their raw materials payment.
This news is disturbing and gives us the impression that some where things are in a very bad shape and not going smoothly. At a time when every audacity drives are put in place into solving rupee crises, how are we going to explain this larger mistake of the past?
The rumor doing the rounds has it that Banks work in big collusion with these so called business tycoons. Because these bankers are lavishly fed on gifts and other supports from these businessmen, common people are now hugely worried about this unhealthy trend taking roots in the Bhutanese corporate world on whether or not we are headed into creating future corporate goons – coming on the scene interested in giving hell of tough times to the innocent public.
OH my God….save BNB. BNB has goons in the forms of Executive Management Committee flexing their muscles. This EMC is like Burmese Military Junta. This junta is the repository of all the internal control systems. BNB do not have internal service rules for the employees. The junta says there is the HR policy but say it should not be known by the employees, The HR policy should not be transparent. There are lots happening in BNB but all these should be kept secret as per Executive Management Committee order and person leaking the information should be dealt severely. Recently officials expressing their concern against the Executive Management Committee were punished and given remote postings. The execuitive committee memebers are scared that these younger lots will over take them as they are not so qualified and dynamic as younger lots.The EMC members are one totally outdated. There are many painful stories but no point writing in this forum.
BNB needs to remove Kezang Namgay and Pelzore Rumba as chiefs. These odd and dull fellows simply elevated as senior not based on merit. These two dont have basic characteristics to be the chiefs…by behaviour and mentally. BNB will be in good shape and employees will be happy if these ass holes are gone from the bnb scene.

RMA, finance ministry is to blame
National Council: In yesterday’s deliberations on the Rupee issue the National Council held the royal monetary authority and the finance ministry accountable for the current economic situation and resolved that appropriate action must be taken against the two institutions.
With the present government’s tenure almost winding up, the council resolved the cabinet secretariat, that would remain even after the government and the parliament dissolves, be responsible in fixing accountability on the two institutions.
“The cabinet secretariat will have to submit a report in the next parliament stating what actions were taken,” the chairman of the house’s economic affairs committee, Rinzin Rinzin, said. “They should be brought to task and necessary administrative actions taken which would either be terminating, replacing or removing the management and replacing them with more competent people.”
If the secretariat does not take any actions, the NC will resolve that actions be taken in turn against the secretariat, Rinzin Rinzin said. “This should be were the blame game must end.”
The chairman of the economic affairs committee said the central bank and the finance ministry were the key institutions responsible for implementing policies that directly or indirectly led to the present state of the economy.
“The financial institutions cannot be blamed although excessive credit was one primary contributor to the rupee shortage,” Rinzin Rinzin said. “Banks are motivated to make investments and as long as there is demand for their product (loans), they would continue lending.”
But the banks behavior should have been properly monitored and regulated by the authorities the chairman said. Actions were taken only after the economy was hit. RMA is the watchdog of the financial institutions.
“The measures which are put in place today like the freeze on construction and transport loans could have been done ages ago when the trend already indicated that it was over heating,” Rinzin Rinzin said.
“There were no well planned actions but reactions to the crisis and as guardians of the country’s economy, you don’t do that.”
The committee’s review on the Rupee issue states that RMA had access to all the data and trends of the economy’s rupee borrowings since a long time ago, but the issue was never accorded due consideration in any of its board meetings. “In most of the minutes of the board meetings, the issue of rupee shortage was discussed as peripheral issue under ‘any other business,’ Rinzin Rinzin said.
NC members said they focused their review on policy matters, governance and institutional causes of the shortage since the task force, the chamber of commerce and local economists had already carried out many studies on the structural weakness of the economy, he said.
The RMA is responsible for monetary policy and the finance ministry the fiscal policy. “There was no proper coordination between the two institutions,” Rinzin Rinzin said.

We will see what comes out from this high voltage NC resolution. This is no doubt one good piece of an article which might go well with the people’s taste. The Bhutanese people were almost on the point of going fatigue hearing the same old halfhearted corruption uprooting commitments.
